Property Tax Calculator Pakistan: Annual Rates 2026-27

A property tax calculator estimates the yearly tax a provincial government charges on a building or plot you own. In Punjab the tax now follows the Deputy Commissioner (DC) valuation, at 0.07% to 0.09%, with residential property up to Rs 5 million exempt. Sindh, Khyber Pakhtunkhwa and Balochistan still use rental-value methods, and Islamabad uses a fixed schedule.

Most online calculators apply one formula to the whole country, and that is wrong. The tax is provincial, the base differs by province, and several published tables date from 2014 or 2019. This page sets out each method and marks which figures are recent.

How a Property Tax Calculator Works: Annual Value and DC Value

The calculation multiplies a taxable base by the authority’s rate, and two bases are in use. The older one is annual value, the rent a property could fetch in a year, taken from government valuation tables rather than the actual lease. The newer one, used in Punjab, is the taxable value, which is the DC rate for the location. The tool must therefore ask which base your province uses first.

Under the annual-value method the department multiplies plot area and covered area by zone rates, then by twelve months. It deducts a 10% allowance for repairs. It applies the tax rate to what remains.

How to Calculate Property Tax in Pakistan With a Property Tax Calculator

Five steps give the yearly property tax in any province. The result depends on the base you start from. Take every figure from your notice.

  1. Pick the authority that sends your notice: Excise in Punjab, Sindh or KP, or the CDA.
  2. Find its base: the DC value in Punjab, or the annual value on the notice.
  3. Check the exemption: a residential house up to Rs 5 million in Punjab owes nothing.
  4. Apply the rate. A Rs 12,000,000 Punjab house gives Rs 9,600 at 0.08%.
  5. Subtract any early-payment rebate, then repeat for each property.

Where it applies, a 5% rebate takes the Rs 9,600 down to Rs 9,120. It is for a lump-sum payment by 30 September. Section 3(5) provides it.

Property Tax Calculator Rates by Province and City 2026-27

Only Punjab has a recent, traceable rate scale, at 0.07% to 0.09% of DC value. The table lists what the sources report for each authority. Treat each row as a method, not a final bill, because zone rates and notified schedules decide the amount.

Line chart of Punjab annual property tax by DC value for 2026-27. Residential property up to Rs 5 million is exempt. The tax is 0.07% up to Rs 10 million, 0.08% to Rs 25 million and 0.09% above, so Rs 12,000,000 pays Rs 9,600 a year and Rs 30,000,000 pays Rs 27,000. The band rate applies to the whole value.

City matters inside a province. KP applies its shop formula in full only in Peshawar, with a 20% rebate in divisional headquarters and 30% elsewhere. Islamabad charges Rs 24,000 for a 140-yard plot in E-11, and DHA and Bahria areas run from Rs 27,000 for a five-marla house to Rs 298,000 for a six-kanal house.

Sindh’s 2019 guide lists exemptions for residential buildings on plots up to 120 square yards. It also exempts flats with up to 600 square feet of covered area. Confirm both thresholds with the excise office.

Residential and Commercial Property

Residential and commercial property are taxed differently. In Punjab a residential house up to Rs 5 million is exempt, while a commercial property at that value pays 0.07%. Enter the use class shown on your notice.

Punjab Property Tax Calculator: Rates After the Move to DC Value

From 1 January 2025 Punjab taxes the DC value of a property instead of its rental value. Residential houses and plots up to Rs 5 million are exempt. The Schedule sets 0.07% to 0.09% by value band, and commercial property pays from the first rupee. Punjab calls the levy the Urban Immovable Property Tax (UIPT).

If the new tax is below the tax payable to 31 December 2024, that tax plus 10% applies from Rs 5 million to Rs 25 million and plus 20% from there. Owners self-assess online, and the department may audit the declaration. Budget coverage also reports a 20% cap on pre-2025 assessments, but the 2026 Act text is unconfirmed.

The old UIPT table before 2025

Bills for earlier years took 5% of an annual value built from a category table, graded A to G by locality. Category A rented property was charged Rs 23 a month per square yard of land and per square foot of covered area, down to Rs 4 in category G. The table dates from around 2014, so use it only to check old bills.

Property Tax vs FBR Advance Tax

Annual property tax is paid yearly by the owner to the province, or to the CDA in Islamabad. The FBR taxes under sections 236C and 236K are advance taxes collected once at transfer. On a Rs 25,000,000 purchase, a filer pays Rs 312,500 of section 236K tax once, while the Punjab yearly tax on that value is Rs 20,000.

The two do not offset each other. Rent you earn from the property is a third tax, in your income return. For buying, selling and capital gains, use the FBR property tax calculator.

Property Tax Calculator Examples With Interpretation

Five cases follow, four in Punjab and one in Sindh. Each shows the inputs and what the figure means for the owner. The Punjab cases use the rates above.

A Punjab house valued at Rs 4,500,000

A residential house with a DC value of Rs 4,500,000 pays nothing, because it sits under the Rs 5 million threshold. A shop at the same value pays 0.07%, which is Rs 3,150. The exemption follows the use of the building.

A Punjab house valued at Rs 12,000,000

The Rs 12,000,000 value falls in the 0.08% band, so the tax is Rs 9,600 a year. That is Rs 800 for each Rs 1,000,000 of value. If you paid more before 2025, check the transitional floor.

A Punjab shop valued at Rs 30,000,000

Above Rs 25 million the rate is 0.09%, which gives Rs 27,000 a year. That is Rs 2,250 a month. The Schedule lists Rs 25 million in two bands, and this page uses the lower.

A value at the Rs 10 million edge

At Rs 10,000,000 the tax is Rs 7,000. At Rs 10,000,001 the 0.08% rate gives Rs 8,000. Section 3(2) applies the Schedule rate to the whole taxable value, so the tax steps up at the edge.

A Sindh-style annual value

Take a 200-square-yard plot at an assumed Rs 50 a month and 1,000 square feet of building at Rs 10. The gross annual value is Rs 240,000, which becomes Rs 216,000 after the 10% allowance. At 25% the tax is Rs 54,000, against Rs 10,800 at the old Punjab 5%.

Code Snippet: Annual Property Tax Calculator in JavaScript

The helper below has two methods because two bases are in use. The Punjab function applies the band rate to the whole taxed value. The annual-value function takes the zone rates from your notice, because they vary by zone.

The rebate function applies a percentage you choose, since concessions differ by authority. Keep the rates in constants. The output is an estimate, not an assessment.

// Punjab urban immovable property tax on taxable (DC) value, from 1 January 2025.
// Residential up to Rs 5m is exempt. The band rate applies to the whole taxed value.
const PUNJAB = [[10e6, 0.0007], [25e6, 0.0008], [Infinity, 0.0009]];
const rs = (n) => Math.round(n);

function punjabTax(value, residential = true) {
  if (value <= 5e6 && residential) return { tax: 0, exempt: true }; // commercial pays 0.07% from the first rupee
  const rate = PUNJAB.find(([max]) => value <= max)[1];
  return { rate, tax: rs(value * rate) };
}

// Older annual-value method (Sindh, and Punjab assessments before 2025).
// Area x zone rate x 12 months, less the repair allowance, times the tax rate.
function annualValueTax({ land = 0, landRate = 0, covered = 0, coveredRate = 0, taxRate, allowance = 0.10 }) {
  const gross = (land * landRate + covered * coveredRate) * 12;
  const annualValue = gross * (1 - allowance);
  return { gross: rs(gross), annualValue: rs(annualValue), tax: rs(annualValue * taxRate) };
}

const afterRebate = (tax, pct) => rs(tax * (1 - pct)); // early-payment concession, if your authority offers one

// punjabTax(12e6).tax -> 9600 ; punjabTax(4.5e6).exempt -> true

How to Pay Annual Property Tax

In Punjab the tax is due by 30 September. A 5% rebate applies to a lump-sum payment by that date, and the 1% surcharge now accrues quarterly, on 1 October, 1 January, 1 April and 1 July. The Punjab Finance Act 2026 makes e-Pay mandatory, replacing treasury and bank-branch payment.

Islamabad reports a 5% rebate from the bill date to the due date. KP gives a 20% rebate on its commercial schedule. It applies when the full year is paid by 31 December.

Security: Fake Challans and Property Tax Agents

Pay only through the authority’s own portal, bank challan or e-Pay, and match the PSID or challan number to the notice. Ignore agents who offer to “reduce” the assessment for a fee, because the base is the DC table or the notified schedule. Never share a CNIC copy with a calculator site.

Self-assessment carries a penalty for under-declaring, and audits can follow. Declare the value from the official table. A paid challan is your proof of payment.

Common Property Tax Calculator Errors

Most mismatches between a calculator and a bill come from the base, the method or the property use. The table lists the usual causes. Check them before you doubt the figure.

Symptom

Likely cause

What to do

Bill far higher than the calculator

Market price entered, not the DC value

Use the DC table value

Tax shown for a small house

Residential exemption missed

Check the Rs 5 million Punjab threshold

Sindh figure far off

Wrong zone rate or allowance

Take the rates from your notice

Amount differs from last year

Transitional floor or new valuation

Compare with the notice

If the figure still differs, ask the excise office which schedule applies. A calculator can only match a bill that uses the same base. Keep the assessment notice.

Property Tax Calculator Methods Compared: Annual Value vs DC Value

Annual value taxes an estimated rent at a high percentage, while DC value taxes the location’s DC rate at a small one. The same property can pay very different amounts under each. The table sets them side by side.

Wide gap between DC and market value

A DC base is simpler but moves with the district’s valuation. An annual-value base is easier to dispute, because the notice shows the working. The rates table above shows which method your authority uses.

Property Tax Calculator FAQs for Pakistan and Punjab

Seven answers cover the Punjab rate, the method, due dates, exemptions, Lahore and the FBR difference. Rates and dates come from the sources below. Confirm them on your notice.

Residential property up to Rs 5 million pays nothing. Above that the rates are 0.07%, 0.08% and 0.09% of the DC value by band, so a Rs 12,000,000 house pays Rs 9,600. Confirm the current schedule with the Excise department.

Multiply your authority’s taxable base by its rate. Punjab multiplies the DC value by 0.07% to 0.09%. Sindh multiplies annual value, after a 10% allowance, by the tax rate.

No. Annual property tax goes to the province or the CDA each year. FBR taxes under sections 236C and 236K are advance taxes collected once at transfer.

Punjab property tax is due by 30 September, with a surcharge for delay. Islamabad reports a 5% rebate until the bill’s due date. KP offers a rebate for paying by 31 December.

Punjab exempts residential property up to Rs 5 million. Older rules exempt places of worship, government buildings and some owners such as widows and retired servants. The notice states which exemption applies.

Yes, the same Punjab scale applies in Lahore as in every other Punjab city. Only the DC value of your locality changes the band. Take it from your notice.

Yes. The owner pays the annual tax whether the property is let or not. The rent is separate income; see the rental income tax calculator.

Conclusion

A property tax calculator must start with the province, because the base and the rate differ. In Punjab a Rs 12,000,000 house at the DC value pays Rs 9,600 a year, and a house under Rs 5,000,000 pays nothing. Take the value from your notice, not from the market.

Confirm the current schedule with your excise office or the CDA before you pay. For the one-time taxes at transfer, use the FBR calculator for buying and selling. Start from the Pakistan tax calculators hub for other taxes.
