Pakistan Car Import Tax Calculator 2026: Duty and Customs

A Pakistan car import tax calculator stacks customs duty, regulatory duty, additional customs duty, excise duty and sales tax on the value of the car at the port. Since 1 July 2026 a 1,500cc petrol car with a US$10,000 CIF value attracts about US$9,827 of duty and tax, or 98% of CIF. The result depends on engine size, because rates step up with each engine band. Every figure here is an estimate until customs assesses your Goods Declaration.

The Finance Act 2026 cut customs duty on most petrol cars, abolished the personal baggage scheme for used vehicles and tightened the gift and transfer of residence schemes. This page covers commercial import up to 2,000cc and explains the other routes. The calculator below shows every line, so you can see where the money goes.

How a Pakistan Car Import Tax Calculator Works

The calculation runs in a fixed order, starting with the assessable value: CIF value (price plus insurance and freight) plus 1% landing charges. Customs duty, regulatory duty and additional customs duty apply to that value. Federal excise duty then applies to the value plus those duties. A customs tax calculator follows the same order.

Sales tax of 18% comes last, on the value plus all duties and the excise duty. A used car can be valued with 1% depreciation for each full month of age, capped at 60%, and a customs valuation ruling for the model overrides your invoice. Section 148 advance tax, which can depend on filer status, is left out of the default result because the 2026 rate card lists no car rate.

Duty and Tax Rates by Engine Size

Customs duty on petrol cars runs from 30% to 50% by engine size. Regulatory duty is 8% in every band, and additional customs duty starts above 1,300cc. Customs duty fell by 20 to 30 points in most bands from 1 July 2026, and additional customs duty fell from 6% to 4%. Cars of 2,000cc and above pay special excise duty of 86% up to 3,000cc and 92% above, so they fall outside this calculator.

SUVs and 4×4 vehicles of 1,800cc and above pay 20% regulatory duty, so the calculator has a tick box for them. Hybrids pay 25% sales tax from 1 July 2026. Imported electric cars face a separate structure, so use the table for petrol cars only. Check the engine band in the vehicle’s papers.

Used Car Rules: Age Limits and Schemes

Gift and transfer of residence cars must be at most 3 years old. Commercial imports of used cars were limited to 5 years under SRO 1895(I)/2025, and reports conflict on whether that limit ended in July 2026. Those imports also pay an extra 30% regulatory duty on top of the table rate, under SRO 1065(I)/2026.

The personal baggage scheme for used vehicles has been abolished, according to a 20 August 2026 ministerial statement. The gift and transfer of residence schemes remain, with a three-year gap between imports and a one-year ban on transferring the car. The minimum stay abroad is three years, with at least 850 days, and the car must meet commercial safety and environmental standards.

Pakistan Car Import Tax Calculator Examples With Interpretation

Four cases cover the main bands and the used-car rule. Each applies the stack in customs order. Figures are in US$.

A 1,000cc car with a US$6,000 CIF value

The assessable value is US$6,060 and customs duty at 35% is US$2,121. Regulatory duty at 8% is US$484.80, excise duty is US$216.65 and sales tax is US$1,598.84, so duty and tax come to US$4,421.29, or 74% of CIF. The landed cost is US$10,421.29 before port charges, clearing fees, registration and token tax.

A 1,500cc car with a US$10,000 CIF value

Customs duty is US$4,040, regulatory duty US$808 and additional customs duty US$404. Excise duty of US$1,535.20 and sales tax of US$3,039.70 follow, which makes US$9,826.90 in total. The tax equals 98% of CIF, so the car costs nearly twice its invoice value at the port.

A 1,800cc car with a US$15,000 CIF value

Duty and tax total US$15,723.58, or 105% of CIF. The percentage rises about 6 points from the 1,500cc car, because this band changes only customs duty. An SUV pays 20% regulatory duty, which takes the total to US$18,083.34. The 2,000cc band adds a 30% excise duty.

A used 1,500cc car with the extra regulatory duty

Add the 30% used-vehicle regulatory duty to the table’s 8% and example two rises to US$13,759.84, or 138% of CIF. That is US$3,933 more than the same car new, because the extra duty also lifts excise duty and sales tax. Ask your agent for a pro forma assessment, since customs sets the final rate.

This helper builds the stack in customs order and returns every line. Bands sit in one array, because the Finance Act can change them. It rounds only at the end, so cents match the examples.

The extraRd option adds the used-vehicle duty to the table’s regulatory duty, and suv applies the 20% rate from 1,800cc. The section 148 rate stays at zero unless you set it. The output is an estimate.

Security and Clearance: Documents, Agents and Duty Scams

Use a licensed clearing agent and pay duty only against a payment slip ID (PSID) for your own declaration. The agent files the Goods Declaration in Pakistan Customs’ WeBOC system under PCT heading 8703 for passenger cars. The usual file holds the bill of lading, commercial invoice, export certificate, inspection or auction sheet and your NTN or CNIC. Undervaluing the car to lower duty is a customs offence, and customs can reject the invoice.

Check the agent’s licence, the engine and chassis numbers on the declaration and the assessed value before you pay. Treat any fixed landed-cost quote made before filing as a rough guide. A calculator cannot see customs’ valuation ruling. After payment customs releases the car; registration and token tax follow.

Common Pakistan Car Import Tax Calculator Errors

Most gaps between an estimate and the bill come from compounding, valuation or the wrong engine band. The table lists each cause and its fix. Check these before you blame the duty tax calculator.

Symptom

Likely cause

What to do

Landed cost is double the invoice

Excise duty and sales tax apply on top of earlier duties

Follow the build-up in order

Customs assessed a higher value

A valuation ruling or depreciation replaced the invoice

Ask the agent for the assessed value

Used car costs more than the table

Extra used-vehicle regulatory duty

Enter it as a used-vehicle rate

Quote includes registration

Token tax and registration are provincial, not customs

Add them with the token tax calculator

If the declaration shows a different rate, ask for the SRO behind it. Duties use the rate in force on the day of filing. Keep both documents.

Pakistan Car Import Tax Calculator FAQs

These six answers cover what importers ask most. Each uses the bands effective 1 July 2026. Confirm figures on your declaration.

A 1,301 to 1,500cc petrol car pays 40% customs duty, 8% regulatory duty, 4% additional customs duty and 10% excise duty, then 18% sales tax. On a US$10,000 CIF value that is about US$9,827. Section 148 and local charges are extra.

Gift and transfer of residence cars may be up to 3 years old. Commercial used imports were limited to 5 years, and reports conflict on whether that ended in July 2026. Confirm before you buy.

No, the personal baggage scheme for used vehicles is abolished, per a 20 August 2026 ministerial statement. The gift and transfer of residence schemes remain with tighter conditions. No effective date was stated.

No, hybrids pay more: 25% sales tax from 1 July 2026, against 18% on petrol cars. A July 2026 report said the government planned to cut it to 18%. Check the current rate before you rely on either figure.

No. Customs releases the car first, and the provincial excise office then charges token tax and registration. Use the token tax calculator for those lines.

Any import tax calculator Pakistan importers use is an estimate, because customs assesses the value and the rate on the day the declaration is filed. The largest gaps come from valuation rulings, the used-vehicle duty and section 148. Ask your agent for a pro forma assessment.

Conclusion

A Pakistan car import tax calculator should build the stack in order: duties on the assessable value, then excise duty, then 18% sales tax. For a 1,500cc petrol car with a US$10,000 CIF value that is about US$9,827, or 98% of CIF. Pick the engine band carefully, because the 2,000cc band adds 30% excise duty.

Rates here follow reports of the Finance Act 2026, so recheck them against the SROs before you ship a car, whichever Pakistan car import tax calculator you use. For the costs that follow clearance, use the token tax calculator and the motorway toll tax calculator. The tax calculator hub lists more.
