FBR Property Tax Calculator 2026-27: Buy, Sell, Gain
An FBR property tax calculator adds up three federal taxes on a property deal: the buyer’s advance tax, the seller’s advance tax and capital gains tax on profit. For a filer buying a Rs 25,000,000 property in 2026-27, the buyer’s tax is Rs 312,500, which is 1.25% of the value. The seller pays Rs 687,500 at 2.75%. A non-filer pays far more on both sides, so status decides most of the bill.
The Finance Act 2026 flattened the filer rates, which used to climb with property value. Capital gains tax stays a separate charge on profit, at a flat 15% for property bought on or after 1 July 2024. This page shows the working for each tax, using the tool’s code.
How an FBR Property Tax Calculator Works
The calculator has three tabs because each tax has its own base and its own payer. The buyer’s tax, under section 236K, is a percentage of the property value, and the registrar collects it before the transfer is recorded. The seller’s tax, under section 236C, is a percentage of the sale value, collected at the same registration. Capital gains tax is different, because it falls on the profit and is settled in the seller’s return.
Your status on the Active Taxpayers List sets the rate on the first two taxes. Both are advance taxes, so an individual can claim the amount as a credit in the annual return. A good calculator shows the cash cost at the registrar and what you may recover later.
Buyer Advance Tax Under Section 236K
Since the Finance Act 2026, a buyer on the Active Taxpayers List pays 1.25% of the property value in every value band. Earlier years charged filers 1.5%, 2% or 2.5% by value. A buyer off the list pays 10.5%, 14.5% or 18.5%, depending on which band the value falls in.
Property value | Filer | Non-filer |
|---|---|---|
Up to Rs 50 million | 1.25% | 10.5% |
Above Rs 50 million, up to Rs 100 million | 1.25% | 14.5% |
Above Rs 100 million | 1.25% | 18.5% |
The non-filer rate applies to the whole value, so the tax jumps at each band edge. At Rs 50,000,000 the tax is Rs 5,250,000, and one rupee more raises it to Rs 7,250,000. The Finance Act 2026 First Schedule sets the 1.25% filer rate.

Seller Advance Tax Under Section 236C
A filer seller pays 2.75% of the gross consideration under section 236C and a non-filer pays 11.5%, with no value bands for either. The seller bears this tax. Before 2026-27, filer rates were 4.5%, 5% and 5.5% by value, so filer sellers save between 1.75 and 2.75 points.
The tax is an advance collected at transfer. It is adjustable, so you claim the credit in your return, including against the tax on your gain. If you buy and sell within one tax year, the 236C tax is a minimum tax.
Capital Gain Tax on Property in Pakistan by Holding Period
A gain tax calculator for property works on profit, which is the sale price minus cost and allowable expenses such as registration, brokerage and documented improvements. For property acquired on or after 1 July 2024, a filer pays a flat 15% with no holding-period relief. A non-filer individual is taxed under the normal slab rates, and the tax cannot fall below 15% of the gain.
Property acquired on or before 30 June 2024 keeps the old holding-period table, so the tax falls the longer you hold. Open plots reach nil after six years, houses after four and flats after two. The table shows the rate by holding period, for filers and non-filers alike. Sales before 2022-23 used earlier tables.
Holding period | Open plot | House | Flat |
|---|---|---|---|
Up to 1 year | 15% | 15% | 15% |
Over 1 to 2 years | 12.5% | 10% | 7.5% |
Over 2 to 3 years | 10% | 7.5% | Nil |
Over 3 to 4 years | 7.5% | 5% | Nil |
Over 4 to 5 years | 5% | Nil | Nil |
Over 5 to 6 years | 2.5% | Nil | Nil |
Over 6 years | Nil | Nil | Nil |
Which Value an FBR Property Tax Calculator Taxes: Declared, FBR or DC
Section 236K is charged on the property value, which section 68(6) of the Ordinance floors at fair market value. Where the Board has not notified a value, the provincial deputy commissioner (DC) stamp-duty value applies. Most disputes start at this base.
The same floor covers the section 236C consideration and the sale price in a gain computation. Under-declaring the price therefore does not lower the tax. Enter the higher of your deed price and the official value.
Shares and Provincial Charges Outside This Calculator
Capital gains on shares and securities follow separate rules. Securities bought on or after 1 July 2024 pay 15% for investors on the Active Taxpayers List, and non-filer individuals pay at least 15%. Holdings bought before 1 July 2013 stay exempt, and those bought between 2013 and 2022 pay 12.5%.
Stamp duty, capital value tax and registration fees are provincial and vary by province and property type. They add to the buyer’s cost on top of section 236K. Federal tax is the same in every province, and this calculator covers only it.
FBR Property Tax Calculator Examples With Interpretation
Five deals follow, worked with the tool’s code. They cover two buyers, a seller and two capital gains. Each ends with its meaning.
A buyer paying Rs 25,000,000
A filer buyer pays 1.25% of Rs 25,000,000, which is Rs 312,500, so the total cost is Rs 25,312,500 before provincial charges. A non-filer pays 10.5% in the up-to-Rs 50 million band, which is Rs 2,625,000, and the total rises to Rs 27,625,000. The Rs 2,312,500 difference is the price of being off the Active Taxpayers List.
A buyer at the Rs 50,000,000 line
At a taxed value of exactly Rs 50,000,000 a non-filer pays 10.5%, or Rs 5,250,000. At Rs 50,000,001 the 14.5% band applies to the whole value, and the tax becomes Rs 7,250,000. The band follows the taxed value, so an official value just over the line moves the whole tax up.
A seller receiving Rs 25,000,000
A filer seller bears 2.75%, which is Rs 687,500, and keeps Rs 24,312,500 before any gain tax. A non-filer pays 11.5%, or Rs 2,875,000, and keeps Rs 22,125,000. The same sale therefore leaves a non-filer Rs 2,187,500 poorer.
A gain on property bought after July 2024
You bought a house in 2025 for Rs 15,000,000 and sell it for Rs 25,000,000, with Rs 500,000 of documented expenses. The gain is Rs 9,500,000, and 15% gives Rs 1,425,000 of tax. If the section 236C amount of Rs 687,500 is credited, you still owe Rs 737,500 in the return.
A gain on an older open plot
An open plot bought in 2022 for Rs 8,000,000 and sold after 4.5 years for Rs 12,000,000, with Rs 200,000 of expenses, has a gain of Rs 3,800,000. It falls in the over-4-to-5-year row at 5%, so the tax is Rs 190,000. Held past 5 years, the rate drops to 2.5%, or Rs 95,000 on the same gain. Past 6 years it is nil.
Code Snippets: FBR Property Tax Calculator in JavaScript
This helper keeps the rates in constants, because the Finance Act can change them. The band rate applies to the whole value, which matches the rate table. Each function returns the tax with the total cost or net proceeds.
The gain function uses the holding table only for property acquired before 1 July 2024. For later purchases it returns the 15% rate and marks a non-filer result as a minimum. The output is an estimate, not an assessment.

Pay property taxes only through an official payment slip ID (PSID) or challan from the registrar or the FBR portal, and verify the slip before you pay. Ignore any agent who offers to under-declare the price or to move a non-filer to filer rates for a fee. A non-resident POC or NICOP holder gets the filer rate only through a PSID that the Commissioner approves.
Check the registered value and the tax lines on the transfer document before you sign. A deed and challan that disagree usually signal a short payment. The registrar must also see proof that the seller has paid section 7E tax. Keep the challans for your credit.
Common FBR Property Tax Calculator Errors
Most disputes at the registrar come from the value, the status or the band. The table lists the usual causes and the fix for each. Check these before you blame the calculator.
Symptom | Likely cause | What to do |
|---|---|---|
Challan is higher than the calculator | Registrar used the official value, not the deed price | Enter the higher of the two values |
Non-filer rate charged to a filer | Not on the Active Taxpayers List on the day | Confirm status before registration |
Tax jumped by millions | Value crossed Rs 50 million or Rs 100 million | Check the official value against the band edge |
Gain tax looks too high | Holding relief applied to a purchase after June 2024 | Use the flat 15% rate for later purchases |
If the figure still differs, ask the registrar which rate notification applies. A calculator can only match a bill built on the same values. Ask which value was applied.
FBR Property Tax Calculator Rates: Buyer, Seller and Gain Tax Compared
Each tax has its own payer, base and timing. The first table sets the three together. The second prices common deal sizes.
Tax | Payer | Base | Filer | Non-filer |
|---|---|---|---|---|
Section 236K | Buyer | Property value | 1.25% | 10.5%, 14.5% or 18.5% |
Section 236C | Seller | Gross consideration | 2.75% | 11.5% |
Capital gains | Seller | Profit | 15% flat after June 2024 | At least 15% |
Price | Buyer, filer | Buyer, non-filer | Seller, filer | Seller, non-filer |
|---|---|---|---|---|
Rs 10 million | Rs 125,000 | Rs 1,050,000 | Rs 275,000 | Rs 1,150,000 |
Rs 25 million | Rs 312,500 | Rs 2,625,000 | Rs 687,500 | Rs 2,875,000 |
Rs 50 million | Rs 625,000 | Rs 5,250,000 | Rs 1,375,000 | Rs 5,750,000 |
Rs 100 million | Rs 1,250,000 | Rs 14,500,000 | Rs 2,750,000 | Rs 11,500,000 |
A filer who buys and later sells a Rs 25,000,000 property pays Rs 1,000,000 in advance taxes, which is 4% of the value. A non-filer pays Rs 5,500,000, or 22%, before any gain tax. The gap is the case for joining the list first.
FBR Property Tax Calculator FAQs
These answers cover buyer, seller and gain tax. Each uses the rates above. Confirm your Active Taxpayers List status first.
Conclusion
An FBR property tax calculator should price three taxes separately: the buyer’s section 236K, the seller’s section 236C and the capital gains tax on profit. For a Rs 25,000,000 deal a filer pays Rs 312,500 as buyer and Rs 687,500 as seller. Confirm your status on the Active Taxpayers List first, because it moves the bill by millions.
